What's the deal with Lithuania and Army Barracks?

As Lithuania, I can't build an Army Barracks.
The image for the Army Barracks is greyed out in my Building Browser but it says It is not possible to build yet.
It's a large city and it's almost 1500.

Doesn't this mean a Large City? Or am I just reading something wrong?

The cost and requirements for army_barracks (and for all buildings, for that matter) are at the end of its recruitment capabilities.
