Did anyone else notice this? I think the game would be far more realistic with possibility to enroll the legions to service when you need them. Perhaps free upkeep while garrisoned would do. Is there a mod for that?

This is a mod for Rome total war, and thus free upkeep and other features are not part of it's engine.

Another possibility is 0-turn recruitment, which some other mods have (Bare Bones Wars and Roma Surrectum I believe), with that feature you can recruit half a stack per city in just one turn, making it possible to disband an army one turn and raise a new one almost instantly when needed. The downside is that you'll lose experienced units.
Another option are lowering upkeep costs and using a "money script" that subtracts money from your treasury for armies led by a family member in the field (BBW does that too, 500 denarii per Family member in friendly territory, 1000 per family member on foreign soil).
