Launcher Problem

If someone can plz help me I've been trying to install this mod all day and when I finally think I have it, the launcher doesn't want to work. I click the launcher and it comes up but I can't click any where on it at all. It won't even let me click the X to get out. My computer doesn't freeze just the launcher and I cannot for the life of me figure out what I did wrong. I feel like at this point!! Please help me!!!!

Not using steam
Not sure what you mean by which launcher?
I've have figured out (by luck and curiosity) the I can use RS2_RTW batch file to launch the game and it works but I still haven't fixed the launcher it's self.
Also, this has nothing to do with my problem but what is Germania named in this mod?
