I have never played as SPQR, but I thought as long as you didn't click on the faction scroll it wouldn't crash.
Other than that, I don't think there is a way to prevent the game from ever crashing - it crashes even under normal play, but the player isn't supposed to be able to play as the Senate. (although it can be interesting to play as other factions - I like Armenia, Pontus isn't bad, Dacia has some interesting points, and Iberia is great, especially with some extra units modded in (Iberian Spearmen, sacred band)
But back on the topic at hand, I think there are just a couple of problems with playing as an unintended faction. Do you have it updated to the most recent version? (1.5)

i have 1.5 and it still crashes when i play as the senate.
Have you edited the files at all? Or have you installed any mods? You might want to try just uninstalling the game and reinstalling it. It's a pain, but it generally fixes problems.Originally Posted by Legio Canada

Yes, becuase the juli took segesta and the scipii aplonnia (spelling??)
Bingo. I've found that the faction scroll is the only thing that crashes it. Now, winning with the Senate is an entirely different matter; there is a fundamental problem with trying to maintain an agressive, expansionist army with only one city, however rich that city may be. I've tried to invade Carthaginian territory; that seems the most immediate solution, but there may be other expansionary strategies as well.Originally Posted by Zuwxiv

thats what i did when playing as the senate, i wasn't just going to ley them all great really strong, i masscared them all in the first 8 turns
