Once discharged legionnaires would be given land in and around military colonies but became a militia known as the Evocati which would be called upon to fight in emergencies.
During the Pannonian Revolt the manpower situation was so dire that Augustus had to call upon the Evocati and "Volunteer" Slave slave and freedmen regiments in order to make up the shortfall.
During the Boudicca Revolt Evocati were present in Paulinus army.
I think that Rome (and possibly Seleucid and Ptolemies) should have the ability to call out their military settlers in case of a serious threat. Rather than recruited as normal units you would have a "summon evocati" button in settlements of the right type (military colonies) and the next turn you would have a number of Evocati units arrive in the capital based on population. they would have no initial recruitment cost but you would have to pay upkeep on them and your province would lose some of it's income for a number of turns to represent the lack of manpower on farms and industries.
