Default Dell Inspiron 530 New RAM issues

Friend of mine upgraded his Dell from 2gb to 4gb but when the two sticks are put in (or 1) the mobo gives two beeps repeatedly and doesn't boot. Tried all slots every way possible, bottom line is that the old RAM works but the new ones don't. Would it be possible that he needs to just clear the CMOS?

Yep, on D-Day in Iraq, we launched over 500,000 pikemen to capture the flag which Rome was holding. Didn't go so well for us but those Spartans didn't win by much with there muskets.

Two beeps would likely point to a memory issue. The easy Long and Short - have him RMA those memory sticks. CMOS won't help here. Good luck!

you fail to list the previous memory's specs,

mixing and matching ram can cause problems, be it different voltages, different timings or speeds etc etc.

the info should be printed right on the sticks themselves get that then we can actually get somewhere, RMA might be needed but this could simply be a case of mis matched memory OR the DELL oem motherboard just doesn't support the sticks at all, its weird and it does happen seen a few boards that wont boot period with G.Skill Trident X memory,

Altho i agree with polecat its most likely DOA memory aka dead on arrival, but its worth getting more info first before jumping in head first.
