In the early days of the Roman Republic the armour and weapons for the seasonal legions were stored on the Capitaline Hill where the treasury was located and even into the days of Ceasar it was customary for the legions, upon discharge, to assemble on the field of Mars and have the legion turn back in their armour and weapons when their enlistment was up.
This would change later in the empire period, but there would still be legionary centers where weapons and armour were stock-piled and troops were stationed and trained.
So the question here is: should the building of legionary centers be required for the recruitment of legions instead of recruiting troops in just the cities?
The idea here is that when the legions were made professional in the time of Marius, the recruitment came from all over each region instead of just each city, so for instance a legionary center in Italy would recruit from all over Italy.
