    Default Civitas Foederata and Libera

Im plying this mod for the first time and im having great time but there are some things i want to clarify and i already searched this forums but didnt find anything useful to answer my questions.

After capturing Messana in built "Imperium Populi Romani" and now im presented with two more choices of these policies (Civitas Foederata and Libera) of which i dont know much despite reading its long description.
As far as i could figure out one - Foederata i think gives u full access to more or less crappy AOR units and some unrest if u garrison Roman units and generals (which are supposed to be roman units i donno - just triarii, hastati, eqt, principes and velites or all my units). Second policy Civitas Libera dont give u access to all AOR units but just few of the crappiest and same penalty if u garrison Roman units and generals.

Now what is optimal for max income/ small garrison since this region prb wont become major recruiting region? Are there any new (better) policies which come after some reform/time and overwrite these?

One more thing i find strange is that after i capture settlements and having built all these policies i still see policies which previous faction built in this settlement. Is this normal or just some small bug?
here i have some screens to show u what i mean

It is normal to see previous owners government building.
In the last version you where able to demolish it,and to make it Realistic RTR team decided to make them indesructable.

Best luck whit Roman Campaign .

I generally build the one that leads the settlement towards recruiting factional troops, if that is possible. I don't know about this particular case, though. But I can assure you that there is no penalty for placing Roman troops in a settlement, no matter the government type - it simply isn't something that's possible to do.

I am able to demolish the political buildings in regions I conquer. I have never tried to demolish one of my own.

You can, it's only in the next version that you won't be able to.

I installed latest version with patch 2a before i started plying and as seen below i cant demolish my policy buildings - notice red square. It seems destroy button is somehow hidden and disabled.

I just noticed that all these policies can be upgraded to Civitas Romana - is this this famous Marian reform?

And one more thing since i noticed on this forums that that there is some bug regarding this reform is this the case for everybody or just a few pll here and will the new patch be savegame compatible cuz if not i will stop my current campaign and restart with new patch when available

To which faction's reforms do you refer? I find that playing Charthage I have not received reforms, just as playing Rome I did not. I have controlled Gadir, Carthage, and Novo and been at war with Rome for many turns.

For me the Carthage reforms were working, and they were activated very early on, too, it was 273 BC I think.

I'm afraid the next patch won't be savegame compatible - it is going to be a very large patch.

I don't wanna post another thread of the same topic, so I guess I'm resurecting this one.
This question was not actually answered. What is the difference between these 2 government types?
