I have not played yet as Sparta, but I can guess what the answer is to your second question. When you take a major region (name is in caps) you have to build up your own government structure. There are various choices, depending on the region you take and who you are. Look at the plusses and minuses to your happiness, compared with the units that you can build, and filter that through how much it costs and how long it takes. The building browser may help, or it may offer insufficient information on future builds to help you. Then make your choice. Fun, yes?

Welcome to the mod! I'll try and answer some of the stuff that isn't already covered.

    1) Sparta can't "recruit" spartan hoplites like the elite units of other factions. Instead, you will receive one 'free' hoplite and one 'free' Skiritai unit at certain levels of expansion in the game. Specifically, when you control 25 and 50 regions. So by the time you are at 50 regions (assuming you haven't lost any) you should have 3 Spartan Hoplite and 3 Skiritai units. These units will appear in Sparta after you end a turn controlling the necessary number of regions. They can only be retrained (i.e. losses replenished) in Sparta. You can still retrain them in a settlement with a Blacksmith for the equipment bonus as normal, they just won't heal any casualties. I will note that the 'free hoplites' mechanic didn't work right in my Spartan campaign, but has for others, so this seems to be hit or miss.

    2) If it helps, think of them as glorified barracks buildings with unrest bonuses/penalties. Once you've started down a 'path' in the government tree, the building browser should show you what the following options are. Some government buildings allow you to recruit local troop units that are otherwise unavailable to your faction. Other government buildings might allow you to recruit faction troops even halfway across the map in an entirely different culture. Each stage of government building also marks the 'transition' of a settlement from their starting culture into yours, so there are lots of calculations that government buildings affect in the background. Short answer, pick one you like and build it before any other building options, if practical.

    3) Cutting out parts of the map was a strategic decision, from what I understand, in order to add more settlements to a smaller playable map area. The game only allows so many regions at once, so the RTR team had to cut away some of the fringes in order to make the Mediterranean area more detailed. Personally, I'm fine with the change. There are some other mods that explore a wider area, but the better detail is extremely captivating.

I hope that answered your questions! Now back to scourging the land as Epirus....
