Those are just some guesstimates by the guys who have that website, there is no way that CA would give the system requirements (which they don't even have btw, they're still optimizing the game) to some obscure website that nobody has heard of.
Usually game companies quote the minimum requirements to play the game on their DVD boxes.
I assume its the same with Steam related download sales.
Of course they may also quote recommended requirements for optium game play?

The only thing we can hope for is that they will actually make the game as optimized as they bragged about. That's what I wait to see how it turns out.

Even if these were "official" they still wouldn't matter because "recommended" is a very vague term when talking about how well a game will run.
Well i'm sure every Gaming PC bought in maybe even late 2011 will be able to run this smoothly on maybe max, it works for me on FOTS perfectly even in big battles.

You're going to need at least a later model of x2 core processor as a minimum, it's 2012 after all. Quad core 3.00GHz and above for max.
The listed graphics cards are laughable. You'll probably need nvidia gtx 260 for medium/equivalent AMD GPU and much higher for max settings. 560TI should be ok/AMD GPU equivalent, maybe not even max there either if they push it more.
4gb of ram min.
Looking at Shogun 2 settings should be a good relative point + give a bit more for next year.
As if it needed saying, these specs are not legit. We'll announce them when we're ready.
An interesting question is how Rome II will perform on AMD Fusion.
