Incomes for High Officers

I thought to enable the High Officers (players holding high offices) to collect income equivalent to the Electors.
However, only yearly income would be allowed to be collected. Not starting incomes.

Therefore, the High Officers should have yearly income: 4,500 Reichmarks.

I think so. Offices as such usually came with a yearly "grant" so it would seem like a good idea.

Those who occupy one of the four high offices (The Grand Marshall, The High Treasurer, The High Chancellor, The High Steward) are entitled to a 4,5000 Reichmarks yearly income.
