Official WIP for Ship Levies

Military Levies

Tiers:
Coastal provinces are needed for ship levies. All military levies will be War Galleys.

These provincial levies are determined by provincial production (please see map in Cartographers of the Empire)
Tier 1 (Dark Green/Very High Yield): 30 extra War Galleys to its lord.
Tier 2 (Light Green/High Yield): 20 extra War Galleys to its lord.
Tier 3 (Yellow Green/Average Yield): 10 extra War Galleys to its lord.

Trade Ships

These ships can be purchased from local merchants and used for trading within the seas. (Requirements: Have one coastal province)
Trade Galleys (Mediterranean Trade): 4,000 to purchase; 1,000 for upkeep
Trade Cogs (Baltic Trade): 6,000 to purchase; 1,500 for upkeep

So assuming I have 3 Tier 1, and 1 Tier 2, I can have then 110 ship levies?

That might be a wee bit impractical as navies were not advanced or of great importance in those days.

You could do something like:

1st Tier 1 province - 25 levies
2nd Tier 1 province - 20 levies
3rd Tier 1 province - 15 levies etc.

1st Tier 2 province - 15 levies
2nd Tier 2 province - 10 levies
3rd Tier 2 province - 5 levies etc.

1st Tier 3 province - 5 leveis
2nd Tier 3 province - 3 levies
3rd/4th/5th etc. Tier 3 province - 1 levy?

This way the number of levies is kept down e.g. someone with two T1 and one T2 would have 60 levies instead of 80. Also it reduces the advantage of players with multiple Tier 1 province. e.g. someone with two T1 provinces has 45 ships (not 60) and someone with one T1 and T2 province has 40 (not 45) thereby reducing the difference from 15 to 5.

Keep in mind ships need to be more affordable. I had to man them as well

Basically, to try and keep ship levies in the realms of possibility, it works on a descending (number of levies) scale per province.

Seems plausible. Your lucky I could not turn up any examples aside from the Battle of Lepanto (1571) (500+ ships involved)

But then again it was combined Christian ships vs. Ottoman ships, and it was 200 years later than we're at now

This seems plausible, surely less than 100 per country, guaranteed.
