I don't understand the Levies concept..

I own one tier 1 province and one tier 3 province;
Tier 1: 1,500 extra troops to its lord.
Tier 3: 500 extra troops to its lord.

Does this mean I get every in-game year: 2.000 men?

Also, do I need to pay up-keep for them, or only for the mercenaries you hire?

No no no no, you raise these men in times of war, and if in the year 1375 you can raise 1000 men per tier 3 county, and you own two tier 3 counties,then you can call 2000 levies to war, as well as any troops you have bought. Levies are free and don't require upkeep as far as I know.

Precisely. They are in other words, peasants given weapons and marched off. But you can use them only during a war, and that too best for defending the land.
