i play as High Elves and i just take a settlement in the middle of the Empire. Now i wanted to recruit some trupps, but the Game don't let me. Is there any way to recruit tropps in a settlement WITHOUT a port?

No as far as I know, tho I heard you get some sort of event when you control a certain number of costal regions and that never worked for me.
I control 4 settlements with a port but still no event, is there any other option besides this event to recruit the trupps in settlements without a port?
A change in one of the descr files perhaps?
EDIT: I knew that i can't recruit during a winter. But why only i settlements with a port. There are also supply lines on land.

Yes you can edit buildings file by removing port requirement wich will alow you to recruit in non costal regions.
Tho I cant understand whay do you force your campaign inland, your victory conditions force you to go north and miracleusly almost entire north consists of costal regions.
But again if that realy annoys you and makes your game unpleasant whay not delete few lines of text ...
Dont think so ports are part of the req for building elf units

recruit_pool "Lothern seaguard" 1 0.07 2 0 requires factions { england, } and building_present_min_level port
so sorry, man, u need port ;P
Don't know about that event, but I'm pretty sure you do need a port to recruit units, and you can't do that when there is storms at the sea. This is becouse all elven units come to the game from other continent, except if the settlement has elven district, that might allow you to recruit units too.
Yup, it's a elven expedition in the land of men, so that is the reason for the game mechanic. I play a lot of DE, and the mechanics are the same, with the exception of elven districts, and I really like how it brings a new twist/challenge to the gameplay, but at first it was a bit shock indeed.
