Installation package cannot be opened error 1620?

i was excited for rome 2 so i decided to reinstall rome total war. i go through the installation directory(installed in default directory) and the agreement thing that you have to check. it starts installation then a message pops up saying something like this: ERROR 1620 Windows cannot open installation package please contact vendor.please help i havent found any solution by searching google.

i have kept it pretty good condition, sat in a box for about 2 years. has only small scratches but i don't really think that would mess with it.

Did you get a new computer in the meantime? Upgrade any hardware and/or software?

yes i have but windows has also done plenty of updates i have a geforce GTX 460 if that helps

it seems that windows installer isnt working right because it has damaged during and update. im working and fixing the problem
