The Realm is stable, but for how long. The Kaiser wishes a defined set of laws and precedents. The quest would not be easy, as there would be many to oppose it. Some would even oppose the makers, and use any means to silence them. But reward to reap are great, to anyone brave enough to take up this challenge.

To begin the mission, you must find a clue, an idea from where to start. After all, centuries of tradition cannot be just written down in a go. You have to find a place to start your research.

Wilhem had faced much trouble and obstructions on his journeys across the realm, needing to visit various places for inspiration for his inventions and contraptions he loved to conjure up in his spare time. However he had been intrigued by how different each region of the empire was ran and how security and policing varied from city to city, a result of the lack of rules and precedent regarding autonomy and how independent Lords were for running their counties, regions or kingdoms. He would take notes from time to time as his travels progressed, until he finally had enough information to begin musing over how the situation could be resolved and autonomy standardized in his spare moments. For his next stop, Wilhem stopped by at a private library to inquire as for books regarding the laws of the realm and more precisely, information on the various regions within the empire.
