After youve run anti spyware programs and such, have you tried just logging off and on or restarting the computer ?
If you can move it around, perhaps you can close it from the Task Manager ?

Its been there for a few weeks now. I dont know what process it is so can't close it using the task manager.

never seen anything like that, can you right click and delete it? if you can but it wont delete and gives you an error message there is an 'unlocker' program.

Looks like a floater bar. the bottom windows bar in xp sometimes goes crazy and reloactes bits, expecciley if you have a weird resoultion. I would use a windows cd and do a quick repair install (not a reformat, just repair). My money is that it would be fixed. Also a quick possible fix is just messing with your display resolution.
