Mercenaries
Scum, Thieves, Rogues, or groups of individuals that simply don't affiliate themselves with a single government, mercenaries come in all manner of shapes, sizes, and abilities. All mercenaries operate on their own, but can be hired by certain factions for either a fixed price or monthly payments for their services. Mercenaries can be invaluable in that they generally are able to fill soldier roles that your faction may be weak in, such as Zuna Crossbowmen filling the Darknut gap in archers.

Rogue Hylian Soldiers:
Once promising individuals in the Hylian army, these soldiers took their professional training and decided to provide their loyalties to others whom would pay a price in rupees. While nowhere near as skilled as most of Hyrule's infantry, these rogue's generally can fight much better then the common thug.
Rogue Hylian Soldiers tend to work for all factions except for the Kingdom of Hyrule.
Gerudo Pirates:
Coming from all manner of roles, these Gerudo have abandoned their empire in search of other pursuits. Rupees and treasure are their main motivation, though Hylian slave mates can sometimes buy their loyalty to a cause.
Gerudo Pirates tend to work for all factions except for the Gerudo.
Forest Thieves:
Kokiri that left the influence of the Great Deku Tree, Forest Thieves have resumed aging and inheriting the culture of the original Kokiri Bandits. Ruthless and without mercy, Forest Thieves are more then willing to steal from anyone, and even more then willing to kill anyone if they are paid up front.
Forest Thieves tend to work for all factions except for the Kokiri.
Zuna Merchantmen:
A race of traders, businessmen, and merchants, the reptilian Zuna are old inhabitants of the Gerudo Desert, perhaps even older then the Gerudo. While they themselves are a peaceful and pacifist people, the Zuna are renown for their production and trade of fine crafted weaponry. Their iconic tridents have made them infamous further to the east, and trade with them is essentially banned in the Kingdom of Hyrule. Regardless, they are well respected amongst the desert folk for their signature pyramids and weapon crafting skills, and even the Darknut Legion are known to hire them to forge their sacred swords.
Zuna Merchantmen tend to work for the Darknut Legion, though they may offer services to other factions.
Zuna Crossbowmen:
The Zuna are renown for their excruciatingly well crafted and ornate weaponry, but are infamous among many for their willingness to personally demonstrate their artwork against a buyer's target. Those cordial with the Zuna often hire scores of Crossbowmen to serve as guards at outposts and camps.
Zuna Crossbowmen tend to work for the Darknut Legion, though they may offer services to other factions.
Subrosian Excavators:
The secrative Subrosian underworld was bound to be exposed to the surface dwellers in due time, and with war on their roof the Subrosians made sure they were ready. These hardened miners can be hired to fight with their pickaxes in battle.
Subrosian Excavators rarely offer their services to any faction, though they have been known to cooperate with Gorons.
Tokay Hunters:
A primitive people who only recently discovered the world outside their island, the Tokay were quick to embrace new methods of hunting, and eventually the thrill of the fight overtook them. These eager mercenaries can be hired to use their spears in battle alongside your armies.
Tokay Hunters are more then willing to work for anyone for little pay.
Yook Smashers:
Usually hiding in underground caves during the summer, Yooks only ever surface during the winter, and even then are a rare sight on high mountain tops. While reclusive, Yooks enjoy money as much as the next race with language, and are more then willing to earn them by smashing the head of someone's enemy.
Yook Smashers tend to work for more warlike factions such as the Moblins, though they may offer services to other factions.
Geru Macemen:
Once part of the Lizalfos race, Gerus migrated north and east instead of to the south with most of their brethren. Their physical differences are very minor, though their culture is very different. Geru do not live in villages and do not build empires, rather then roam the lands in groups and earn their living fighting in wars for others.
Geru Macemen are more then willing to work for anyone as long as there is pay.
Keaton Highwaymen:
A reclusive race of fox like creatures, Keatons are infamous and notorious for their skill at theft and deception. Keatons can be found all over Hyrule, though their most concentrated locations are the border between the Gerudo desert and the Plains of Ordona.
Keaton Highwaymen are more then willing to work for anyone as long as there is pay, though they tend to avoid more civilized factions such as the Kingdom of Hyrule and the Zora Dominion.
Daira Marauders:
A particularly feral group of people, Dairas are believed to be relatives to modern Lizalfos. While most Lizalfos migrated south into the Kokiri Forest from the Death Mountain Ranges, the Daira migrated west into the Misery Mire and other swamplands of Hyrule. They are one of the few races to have survived against the native Gohma, and are often hired as guides for travelers intending to pass through the Misery Mire. In recent times the Daira have begun to migrate south into the Gerudo Desert, where both the Gerudo and Darknuts have made uneasy pacts with them.
Daira Marauders tend to work for the Gerudo and occasionally the Darknut Legion, though they may offer services to other factions.
Deku Monkeys:
Though intelligent, the vicious Deku Monkeys have had trouble getting past their violent tendancies and forming a cohesive society. They are always at war with something, usually a tribe of Deku Scrubs that set up camp near their dens. The more intelligent Deku Monkeys know the value of a good rupee, and are more then willing to do some bloody work for price.
Deku Monkeys are more then willing to work for anyone as long as there is pay, though they avoid the Deku Tribes as much as possible.
Goriya Watchmen:
Found as members of many bandit and thief guilds across all of Hyrule, Goriya watchmen are universally hired to guard dens and other bases of operations on account of their uncanny ability to catch infiltrators.
Goriya Watchmen are more then willing to work for anyone as long as there is pay, though they tend to avoid more civilized factions such as the Kingdom of Hyrule and the Zora Dominion.
Hinox Bombers:
Giant creatures that are beleived to have migrated to Hyrule from the south, Hinox are deadly warriors in melee. In addition, they are infamous for employing crude but effective bombs. Hinox Bombers don't particularly care who they are fighting, but they certainly will take orders from most people if enough rupees are part of the deal.
Hinox Bombers tend to work for more warlike factions such as the Moblins, though they may offer services to other factions.
Mogma Diggers:
While not particularly bright, the nearly extinct Mogma have made livings serving anyone who will hire them for their digging and mining skills. While not the best example of a fighter, a group of Mogma can dig right under the nose of an enemy formation and unleash a surprise attack.
Mogma Diggers are more then willing to work for anyone as long as there is pay.
Wosu Knights:
Believed to be ancestors of the Darknuts whom did not abide by the formation of the Legion, Wosu are canine beasts that lack all the honor and code their civilized descendants display. Wosu seem to only care about profit and bloodshed.and are often called Tinsuits by their employers for their straightforward and defensive style of fighting.
Wosu Knights are more then willing to work for anyone as long as there is pay, though they tend to avoid the Darknut Legion.
Zazakku:
Their origins unknown, Zazakku are rare reptilian creatures that often end up in service of theives and bandits. They are most commonly found in the Gerudo Desert under the employment of Blind the Thief, though they have surfaced as far east as Labrynna.
Zazakku tend to work for the Gerudo, though they may offer services to other factions.
Minish Combat Golems:
An animated statue operated by an army of Minish, Combat Golems are often sold to the highest bidder and make wonderful front line assault troops. Though they pack a punch they do lack in durability, especially when outnumbered.
Minish Combat Golems are more then willing to work for anyone as long as there is pay, though they tend to favor naturalistic factions such as the Kokiri, Deku Tribes, and Lizalfos.
Bounty Hunters:
Coming from all manner of races, Bounty Hunters are willing to take any job from any empire regardless of their history so long as they are paid for their services. They may not very numerous, but when the job calls for quality over quantity, there's no better mercenary to have in an army then a skilled Bounty Hunter who has lived a life of hunting and battle.
Bounty Hunters are more then willing to work for anyone as long as there is pay.
Zuna Ziggurat:
Deep within the Gerudo Desert rest the all but impenetrable pyramids built and maintained by the Zuna. On a smaller scale the Zuna construct mobile platforms that can be moved by a contingent of Darknuts and deployed into a defensible position from which a legion of crossbowmen can unleash their firepower.
Zuna Ziggurats tend to work for the Darknut Legion, though they may offer services to other factions.
Tokay One-with-Shirt:
In Tokay society, the more clothing you have the better you are. In reality, many of these commanders are no better then their lesser bretheren in a fight.
Tokay Sleeved One:
All hail the Tokay that had the fortune to find an outfit with sleeves. These revered figures amongst the Tokay are treated as borderline dieites. Silencing one in a fight is a sure way to scare their soliders off the battlefield.
Subrosian Coordinator:
Mining operations in the lava filled underworld is a complicated task, and these coordinators are highly skilled and commanding large groups of individuals to accomplish a task.
Zuna Guild Master:
These Zuna have spent their life crafted countless weapons and mastering combat forms with them. They are greatly respected in Zuna society and are natural candidates for leaders.
Volvagians:
Once proud tyrants that ruled from the peaks of the Death Mountain range, the Volvagians (or Barba in the Gerudo language) were driven out by the Gorons after years of revolt. Their numbers dwindled, the Volvagians fled to the Gerudo Desert and other few places in Hyrule that were remotely as hot as their native home. Armed with a metallic external skull, razor claws, and magma breath, a lone Volvagian is a match for any unprepared army.
Volvagians tend to work for the Gerudo or Lizalfos, and generally avoid everyone else.
Malon:
A renowned horse breeder and rancher throughout Hyrule, Malon has sold countless horses to the Kingdom of Hyrule and the Ordonians from her farmland. She is perhaps the most skilled rider of her time and is deadly with a bow and arrow.
Malon usually offers her services to only the Kingdom of Hyrule and Ordona Province, though she has been known to work for other governments.
Blind the Thief:
Perhaps one of the most infamous criminals currently alive, Blind the Thief is the member of a long lost and mysterious race. He claims to originate from the Gerudo Desert and that his race taught the Gerudo how to survive by theft from the greedy. His true form remains unknown, though Blind almost always assumes the guise of a young and innocent girl with abnormally large ears. Those that have survived encounters with Blind note that the movement of the large ears hypnotized and paralyzed them before they realized that the helpless child before them just stole their life's fortune.
Blind the Thief usually offers his services to only the Gerudo, though he has been known to work for other governments.
Ashei:
Born to a modest blacksmith in Ordona Province, Ashei set out to explore the world at a young age. In her lifetime she has collected various armors and outfits from different cultures and combined them with various fighting styles that she learned from Hylians, Gorons, and even Labrynna far to the east. She may not be an expert, but Ashei's library of experience makes her a very unpredictable and versatile opponent.
Ashei usually offers her services only to Ordona Province and Lanayru Province, though she has been known to work for other governments.
Vaati:
A Minish sorcerer with an affinity for the wind, Vaati is a mysterious individual who has serviced many armies in his life time. A manipulator at heart, Vaati is rumored to have tricked various empires into fighting wars with each other. He cannot be trusted, and enlisting his aid should be treated with great caution and a watchful eye.
Vaati tends to work for anyone who can offer him a vast sum of rupees.
Liyer:
A Sheikah thief whom was raised amongst various criminals, Liyer has managed to evade indoctrination into the Cadre. A self serving individual with a heart of gold, nothing means more to Liyer then taking a prized possession or a wallet of rupees from an unaware civilian.
Liyer tends to work for many factions, particularly barbaric ones, though she avoids the Kingdom of Hyrule and the Sheikah as much as possible.
