If I have understood this correctly, then this act would make it possible for nobles of all ranks to become Elector?

"I do not believe so. All this act would do is remove the requirement that three of the electors be men of the cloth. Still, there seems to be so few of them these days. I support."

There is nothing mentioned in the previous law or this new version that three of the electors must be men of the cloth. From what I read, nothing is changed.

ooc: sorry the wording for the precedent and proposal are virtually the same.

Then I, Count Heinrich I supports this act. But it is my opinion that nobles of higher rank should be prioritised over lower-ranking nobles when choosing electors.

Bojan shook his head slightly and stood quickly. "I agree with Count Heinrich, however, only on the premise that the higher ranking noble was promoted to such a level through his own meritorious achievement."

The Count of Aquelia pondered the ramifications of this new act of the Emperor's. If passed, it would mean that any noble, from the lowest Count to the highest Prince, could be elevated to the status of Elector. Bojan's personal deliberations came to the decision that this act definitely had it's advantages and disadvantages, but for what the Reich needed now, it could only do more good. Standing, he put voice to his thoughts and announced his vote. "I, Count Bojan I of Aquelia, vote in favor of this act."

"I am in favor of this act." Istvan said after a quick review of its articles.
