In Rome I, the Civil War was started basically by one of the Roman families attacking another or the SPQR, and in ETW, it was when your capital's population was angry. However as Rome is now going to be 1 faction, and ETW's civil war system seems a bit too simple for it, how do you think it will work.
I think it should be instigated by specific generals, if one of your generals is very successful on the field (and since legions are apparently going to be somewhat individualized, they might become more loyal to the general than to the state) he will be able to declare his intentions to become Dictator/Emperor/etc and march on Rome.
You either choose to control his army, as they march their way to Rome, or choose to send loyal legions against him. If you do choose to rebel, he will automatically get a boost in troop numbers (maybe if in-game a cohort is going to be 160 as usual, they will be boosted to first cohort numbers of like 250) and have to face two or three armies on his way to Rome, therefore wearing out your army before a final battle, if you make it past the Rubicon, and defeat the final army, that general claims dictatorship.
It'll basically be the same for if you choose to be loyal to the state, except you'll have to fight against more experienced forces than the armies the script will give to you, making crushing the rebels a challenge.
