This reform is a amendment to precedent followed since centuries, but the impact of the decision can qualify it as an Act.

Extension of Voting Rights Act Under the Provisions of this Act,
Governors of Imperial City States are hereby given the right to vote on Reichstag matters. They will carry the new voting authority along with their traditional advisory capacity.

The reasoning for this is that Imperial Cities are vital commerce centres for the empire and the governors ruling them should have a say in matters concerning the empire.

I support this act. The merchants are an important part of our society and should have the right to vote in matters that concerns the empire.

Support. Imperial Cities are members of the HRE too, and to exclude them completely would limit our ability to adapt to changing situations.

Count Bojan I of Aquelia is also in favor of this act. The Imperial Cities and their wealth are centers of trade and knowledge and their governors should be allowed some of the same rights that we enjoy.
