Cost editor?

Hey guys, ive been playing around with the build times in the edb. I decided to shorten them a little for my new campaign. So, of course, after I finished manually changing all the build times, I found the "cost editor" app in the extras folder. Ive tried to figure out how to get to change the edb, for future reference, but to no avail. Can anyone shed some light on this. Thanks in advance.

Nevermind, I found it in the tutorials. I thought it was for RTR only, because I never saw it in any other mods.
