Certainly nothing wrong with the artistic performance, as the point is to invoke the viewers inner image of the suggestion and that it manage perfectly fine
Dunno what SSkalimdorSS's unconstructive post means: astethical value or point; but what I personally react against is the latter, as neither faction Dwarves or Rhûn would gain anything from it in a game balance perspective [issue number one to any serious faction-roster modder] unless argued for in text. Both factions (who indeed could make use of such a unit if it existed and was well-founded) has other units that seems to currently fill that niche/cares for such balance for what I can tell and thus it requires much processing for the idea to be really interesting yet.

    Good call Dontfearme'
Main point is that you have to create an argument to encourage the creation of a brand new unit (this is what most do wrong in the TATW Suggestion-thread for example).
You have to explain why do you wan't this unit added beside it might look awesome haha. That a faction lack something (say a heavy infantry spearman) they need (why), or if they have one such what stats or abilities or strenghts you want the new unit to add to compensate for the normal ones stats, abilities etc.

Now, that's not as important if you're about ot test out and create it yourself, which I hope you'll go ahead and try. The Modders Workshop will be your new best hang out http://www.twcenter.net/forums/forumdisplay.php?f=273

Lore on Dwarves from the east will be very hard to gain. In known history they presumably only have apperead once, and that still utterly anonymous, in "Durin's Folk".
Possibly you can get some indirect inspiration if you read
    RotK; Appendix A; "Durin's Folk"
    HoME 11; "Concerning Dwarves"
HoME 12; "Of Dwarves and Men"

Dwarves as a Rhûn unit or merc for both evil factions and Dwarves could work, though not be made common IMO:
But they are not evil by nature, and few ever served the Enemy of free will, whatever the tales of Men may have alleged. For Men of old lusted after their wealth and the work of their hands, and there has been enmity between the races.

I like the drawing. It's to dwarf proportions, and in the style of Rhun. However, there are one or 2 aspects of lore which prevent this. While it's never explicitly said that evil dwarves don't exist (it's implied though), and there is little to no lore about the orocarni dwarves, what is said is that dwarves from the clans from these regions fought in the wars of the dwarves and the orcs, which would imply a certain respect for the longbeards and other clans of dwarves. As a result, while I somewhat like the concept, it appears clear that dwarves were rather uniform against the forces of Sauron.

There is certainly no harm in making the unit anyway. If you find it interesting then others will too. Maybe not many - due to the lore and niche aspects - but nothing is lost from releasing it. Well, except a bit more time. Just make it crystal clear that it is not intended to be lore-correct or niche-filling, to avoid some of the negative comments that will inevitably come.

i just don't think that dwarves for rhun is great idea lorewise .Sure the sketch and the concept look beautiful but I'm not sure that it will catch as a submod

Well that is the beauty of modding. You kind of can choose whatever rocks your boat, but lorewise I kind of agree. Although Dwarves fought on both sides (good and evil) throughout the ages, didn't they? So for that having evil and corrupted dwarves somewhere around middle earth might be not so a bad idea after all.

u say only about the war between 2793-2799,in battle of the last alliance is clearly stated that only the elves were under one banner, meaning men and dwarves were in both sides, after all we dont know nothing else about eastern dwarves

I was under the impression that was an earlier LOTR edition which Tolkien later edited. I may be wrong. I must admit, that slipped my mind!
