Steam - cannot open Preferences.txt file

First of all GREAT MOD
I don't wanna make new topic with this issue. Game is working fine (steam) but I can't edit RS II preferences.
Error --> "unable to open file D:\steam\steamapps\common\Rome Total War Gold\preferences\preferences.txt".
And there is no preferences folder in Rome Total War Gold folder.
Can someone help me?

Is that folder or file set up as read-only?

Right mouse click and select properties.

Is the file actually there? It's only created after the game is launched.

Split to it's own thread and it has nothing to do with the OP's problem.
