I was messing around with the modding, that is bringing the Saints and Heroes DLC units into the FOTS campaign and I realized......they can't be upgraded in armor and melee attack, only accuracy!
Why is this?

Nvm, close this thread, it was a modding mistake.
Forget to set the unit category as "Traditional"
