    Default Pahlavan Question (Nisa)

    For another time, i come up with another question.

    I play with Pahlava and at Nisa i had Nomadism. I destroyed the building and (after i "built" Migration i think, 4turns/2000 mnai) i chose Pastoralism, so i could have the Reform.

    But no choices of building Walls or Market Buildings came up. The roads came up. I need the Large Nomad Market for the Reform.

    Why is that? Does it have sth to do with the hidden resource (Nomadism/Pastoralism)?

    I don't believe so, because i already built Pastoralism, so where is the problem?

    EDIT: Maybe Nisa is not supposed to have Reform, either way.

    EDIT': I just realised there are some problems with the Reforms, for example if you don't build them with the right order, you may not be able to get them. It just happened to me and i have to build them for the start.

    1) If you start to destroy, so you can build from the start, you don't have to destroy the Large Nomad Market (if you have built it)

    2) You have to built the Elite Herds as soon as you get them.

    Sth like that, i am not 100% sure though.

    If anyone has a different experience with the Reforms, post it here.

    Nisa is indeed not part of the Pahlavan government reform area. The reform can only be done in these cities: Asaak, Zandrakata, Hekatompylos, Alexandria-Ariane, Apameia, Gabai, Prophthasia, Alexandropolis, Persepolis, Karmana, Pura, Susa, Ekbatana, Phraaspa, Charax, Seleucia, Babylon, Arbela, Armavir, Karkhatiokerta and Edessa.

    And you need to build both the settled community and Warlords horse herds, before building reformed pastoralism.

    So, let's say i conquered Antioch and , since i can't have reformed government there. i thought let's make it a military center. And i destroyed the government building it had and i built military occupation and bring herds and warlords herds and no horses came up, because of AOR.

    Ok, that was not smart, but is there sth i can do now? Because if there is not, i had to keep Antioch only to build Hoplitai Haploi and 3 (not major) buildings at most..

    You can either migrate there and turn the city into pastoralism, or make it an allied state.

    Nomad factional recruitment is possible in all regions AFAIK.

    Thanks, it seems i have not thought well the matter of allied states.

    Why is it not possible to make reformed government in Nisa and the other homeland town to the north? Is there a historical reason or is it just a bug?

    Because you cannot adopt Persian culture while not being in the Persian lands.

    It is not a bug. Nisa has a hidden "Nomad Resource" that's why. Every city that has that cannot build a reformed government. And Nisa as the capital of Pahlava-Parni which are originally a nomad people shall stay in a nomad way.

    That is how i undestood the whole issue.

    There is a Pahlava Guide that i found in Casual Tactician's Guide to EB players which is very helpful.
