    Default "No faction cap in Rome2"

    Could anyone explain what this means exactly? Does it mean that instead of a rebels, we will get new, small factions instead?

    Just means you don't have a limit to how many factions can be on the map with warscape games. The older ones like RTW had a limited amount of factions. And no I don't expect rebels will be making a comeback.
