HRE declares war on Papal States

I wanted a long campaign with Savage AI, Grim IV, Real Recruitment and Longer Assimilation.
Played as HRE with VH/M and a perfect relation + alliance with the papal_states. With the intention that I can declare war against every Christian nation

But when I play the HRE they break the alliance with the pope and declares war..
And if I play another faction then the HRE don't break the alliance

Try starting the game with HRE and the easiest difficulty.
Afaik any game as human HRE with difficulty H or VH results in war with the pope due to a trigger in the campaign script.
Once confirmed check the campaign script and remove said trigger.

I found it, but I tried to play the campaign with war against the pope and my zeal level was low. How can I improve the zeal level?

Have fewer settlements/lose more battles. The larger your empire is, the lower your zeal. Larger factions like HRE would start with lower zeal than, say, Portugal/Scotland/etc.
