no only use it if on WIndows XP, it was ment as a specific fix for that OS with dual core AMD cpus, etc, a few games still install it today such as Duke Nukem Forever but its not needed on any OS after Windows XP. So no you dont need it. But it doesnt hurt to leave it their either,

Battlefield 3 installs it on any platform. It doesn't cause any conflict. Just leave it. It was part of one of the fairly early patches when there were a bunch of issues. They kind of rolled out everything they could think of.
