    Default If I have a Guild HQ, can another one be upgraded to Master?

    I am playing as england and looking to optimize my guilds for the global bonuses. My plan is to have HQ and Master levels of Thieves, Assassins, Mechants, Explorers, and Theologians.

    My question is, once a HQ is setup can I still have a second settlement reach Master?
