Economy screen problem.

Hi! im playing SS 6.4, with BGR IV and permanent watchtowers sub mods. When i activated BGR IV (used II before that) My money started to decrease very fast, i can only go like 5 turns them im alredy negative in money. when i look at the economy screen it says i should gain money each turn. then at the end of turn report it says for example: expences : 1500 income : 2000 and then it says that i currently have 6000, but i dont, i have like - 3000. i dont get it, is BGR bugged or is it SS 6.4?

? i dont get it. my problem is not that i cant handle my economy, it is this: The economy screen says 1 thing, and my actual cash say something else. im losing money that i have no idea what happened to it.
EXAMPLE: i actually have 3000 gold, the economy screen says i have 5000.
