Currently it costs the hefty amount of 8000 to build fortifications around cities and towns. This number is far too high, and so the AI almost NEVER builds them. This makes for extremely bland siege gameplay, as every siege I have encountered on the campaign map so far is with a town with no walls.... boring. Even cities such a Paris or Berlin I found to be completely undefended, which is ludicrous.
The way I see it, there are a few options, and these are not mutually exclusive:
1) Tweak AI behavior so that they try to build fortifications if possible
2) Drastically cut the cost of fortifications from 8,000 to something more reasonable like 2,000 or 3,000 so the AI actually can afford them
3) If possible, at the very least give capital/major cities fortifications from the very beginning of the campaign, as obviously these areas would be heavily defended historically.
