Default Mods that make AI use reforms

I saw a thread about a week or 2 ago that mentioned Rome sometimes being dominated because the AI cant do the reforms and someone replied with a mod that made it so either they could do reforms or they could recruit all the units from the begining.
I was wondering if this is true and if so what the mod(s) that allows this is.

    Thanks,
    Milky

Don't know if this is precisely what you're looking for, but this thread has an EBBS script with earlier reforms. If you don't want to let the player have earlier reforms, simply manually edit the EBBS with only the AI changes.
I beat back their first attack with ease. Properly employed, E's can be very deadly, deadlier even than P's and Z's, though they're not as lethal as Paula Abdul or Right Said Fred.

Anyway seeing how helpful you are is there a list anywhere about all the reforms and whats required etc?

The AI has access to any Reforms the human does - in the case of the Romans, the AI Reform requirements are somewhat lessened compared to the Human ones because the AI can be somewhat ... dumb ... at times; I'm not sure if the AI has advantages with other Reforms. Reform Requirements can be found here (as can a great deal of other useful information).

I think Rome's frequent failure to expand has more to do with the rapidity that the other factions start recruiting elite units, e.g. Carthage spamming elite pikemen.

You could use force diplomacy to give Messena to Roma, then the script will kick in and make Rome and Carthage enemies
