Recruitment time bug

so, when i was doing some recruitment in quebec(you know, canada) i got this Colonial Line Infantry recruitment time was -1, so it wont be recruited...
any help?

Are you out of manpower or is your supply maxed?

Can you recruit elsewhere?

nop, and it has 3 out of 5 of colonial line infantry...

Recruitment time listed as "-1" means you have insufficient supply or manpower for that specific theatre. Just because you might have available supply/manpower in one theatre, you may be unable to recruit in a different one.
