I think a limit of 4 unit works well along with the 2 fort limit.
dont use permanent watchtowers to prevent fortbuilding.

Building destruction while under siege is not allowed or before having held the region for 3 turns.
I like the first part but not fond of the second, having the ability to catch, rave a castle then withdraw before an army can respond makes it more interesting in my opinion because it means you truly have to guard your borders.
Ships cannot be attacked while in ports, nor leave a blockade without the blockade being broken first.
Armies cannot be kept in fleets in ports, if seen done it can be attacked freely. (ask me how if you dont know how )
I agree and would actualy like to add that as long as a port is under siege ships can not be built there.
Armies defeated in battle by players coming after in turn cannot move the following turn, this is to make it fair to those later in turn order. ( you can build forts with defeated army provided they do not violate other rules or move, this rule does not apply to armies defeated as reinforcement while positioned in forts/hubs )
I completely agree because I am last and without this I have a massive disadvantage.
