    Default Slaves and Mercenaries

    I was thinking about the Servile Wars and the Carthaginian Mercenary Revolts and was wondering how they might be implemented into the game.

    Could they work as an emergent state as in Empire/Napoleon and set up as factions on their own or more like rebels as in RTW?
