We are fast approaching a Civil War and I shall be the moderator in control during this so that we can unsure every aspect is fair for the players. Any problems you have speak to me, I am neutral

Escape and Capture Rules
Capturing outside of Battle;
An individual must be in the same thread as the person trying to capture them. Captures will be decided by a D20 roll, with 1-10 resulting in a successful capture, and 11-20 resulting in a failed attempt. Factors will affect this though, determined by moderation, factors such as amount of conspirators involved in the capture, how crowded the area is or, indeed, how quiet the area is.

Capture rolls after a battle loss;
If an army loses a battle, each named character involved is given a D20 roll at the end, with a roll of 1-3 resulting in capture and being placed at the mercy of the winners.

Enemies of the State
If there is an open rebellion the true senate shall be decided by tallying up the amount of Populist points of the players on each side and then comparing them. If the faction with the most points is the one which has remained loyal to the Republic they shall be declared as the True Senate and so shall be able to hold a Claim on Pro-Consular and Senatorial Legions. In the case that the rebelling faction has more points, they would then be named the True Senate and would therefore gain a claim on Pro-Consular legions, however Senatorial Legions will always remain true to those who initially defended the Republic. The faction which controls Rome immediately has an extra 50 populist points added on to their tally, however such actions as burning farms could lead to a reduction in populist points with destroying Rome resulting in a complete loss of all points.

Territory Rules
If a Region Capital is held then a rate of conversion will take place over that Pro-Consulate of 10% a day until the entire region is under one factions command, unless enemy troops remain in one province, in which case that Province will remain under that factions command until they are dislodged. Some Pro-Consulate Capitals have fallen to rebels and unless curtailed by one side or other then that rebellion will spread into surrounding lands at a rate of 10% a day.

Carthago nova capital of spain 10% a day conversion hold a capital of a proconsulate
Carthage capital of Africa
Athens capital of Greece
Syracuse capital of sicily
Other Capitals are denoted by their orange dots

If you control 100% of a Region that you get 100% of it's income, 90% of a province 90% of the income, etc...

Furthermore Rebellions will have a higher chance of Occurrence, as will enemy invasions due to the Republic being in disarray. When and if they occur will be up to the civil war moderator.

Attrition rules will also take place during this time, if 40,000 men are in one province then 1-10% of troops will be lost a day until it falls below this number. Furthermore when a province is taken opposition will be met regardless of troops stationed within and a maximum 1/3 of soldiers from each legion could die.

Due to the amount of armies moving through the land personal income will drop between 1 and 75% depending upon random rolls done each year.

Holding 100% of a singular province will result in an increase of 10 populist points per faction per year.

Movement Rules
Overland;
Crossing an entire province will now take 24 hours regardless of how far the distance.
If you are trying to move across (not into) Greece, Italy and Spain then you will encounter mountain ranges which will add an additional 8 hours onto each journey (an element of common sense is involved here so there is nothing definite.)

Overseas;
Moving across oceans will take 36 hours unless you use warships which will reduce that to 24. Note Liburna can be converted into warships to do this journey however if they are attacked they shall be instantly lost, or captured due to their nature of being defenceless.

These rules are a basis, overtime they will be refined with stuff added and stuff taken away, though I am open to any suggestions
