What do I need to build to recruit elite armenian units couse I have my cities on max pop
Which elite Armenian units in particular? The Nakharars? They have a long list of units that could be considered "elite," but have you checked your building browser at all and looked for the barracks description? Building a "Metal Weapons" import where there is no natural metal resource will also allow for upgrades from the foundaries as well. You can also try looking in the export_descr_building.txt file in the data folder and cntrl + f to find a unit youre looking for and the barracks level it's recruited from.

Assuming Large City u just enslaved - Plant Flag/SPQR/Tribal Justice > barrack 1+2 >3/4 requires blacksmith present, if it aint there build a metal/weapons import facility > last tier often requires a army ration supply facility/fort and/or merged region. Works like this for most factions.
edit; forgot - certain factions require a small foundry for army barracks.

That is correct. If you are recruiting from Van, and any other city that is a huge city simply build a "Supply of Army Rations" and then the "Army Base" 4th tier barracks will become available to build. Both Army Base and Elite Army Base can recruit the Dismounted Nakharars.

Ptolomeans are not problematic.
Seleucid are.
They keep spawning and my cities started to rebel
As Armenia, you'll most likely have your entire southern border shared with Seleucids, that's a long open border, make use of your Heavy Archers and chokepoints - Like river crossings.
Whenever you've fought a battle and lost some men, retreat that army and retrain, you'll see you can easily get a lot of nice chevrons for your armies that way.
Once your armies are sufficiently experienced to easily take down a full seleucid stack with some Cata elephants, you can consider going offensive on the seleucids, but be warned, they are proper nasty and have a surprising amount of available elite troops to launch your way, so be sure to always be able to replace a besieging army with another one - It's imperative that you back up whatever army leads the charge and have equally strong armies standing by to replace it once it's depleted to the point where you have to retreat and retrain it.
As for army composition - That's a matter of playstyle, but personally, I have a lot of archers (6-8 units) in armies defending choke points.
Along with some spearmen (those there silverish guys make a hell of a barrier for advancing enemy units).
The highest tier units are to my taste, more expensive than it's worth.
You'll see that instead of dismounted Nakhazars you'll also have the oppotunity for such delicious things as Cataphract Horsearchers, and Cataphrats.
Note that the ability Frighten Foot is extremely effective given the right circumstances. Having a single unit with that ability can change the tide of war.
Flaming Arrows - Frighten Foot along with a nice Cata charge in the back will see most units routing.
Just keep anything but Kent. Spearmen and Armenian Hoplites away from close contact with their Elephants, they hurt!
While being on the defensive on your southern border, push west, if you haven't already. Take Asia Minor, especially the holdings the Ptolomeis might have left there, and also that their island they have out of Antiochia is easy pickings.
Make sure that your cities have
1) Up to the 2nd highest grade of water supply (Water Cannals I believe).
2) 2nd tier Execution Square (Secret Police Headquarters I believe)
3) Citizenship
4) Economic & Fortified Region
5) 2nd tier Academy (name escapes me atm)
6) highest level of tax-building available
These 6 kinds of buildings will keep most populations in check, furthermore, you'll need to destroy any foreign builings which doesn't add a bonus to you, such as temple of Hades and Barracks of any kind but your own.
Also, building the next their in e.g. Farms will replace the corresponding building of a opposing culture.
By doing this, Culture Penalty will be reduced to nothing.
Also, be mindful of your governors, Armenian Governors have a habbit to cause some unhappiness in cities.
However, at times, it's just worthwhile to let the city rebel (aslong as it doesn't go to another faction, say Seleucid) and beat theout of the rebels, then move in and decimate the population.
By the sounds of it, you've come at war with 2 major powers, and depending on your empire, this might be quite bad news, but it's still doable.
On an overall strategic basis, move slow and steady, advance in a spearhead at the fronts one place at a time, and take the time to fully recuperate before moving on.
It's almost impossible to blitz the Seleucids once they've gotten their cities up and running properly.
Once done with the Seleucids, the Ptolomic empire shouldn't be that hard, you'll be facing a lot of slow moving phalanxes, and those are just candy for your Armenian Heavy Archers.
