Default Can colonies be established where resources are?

Just thinking about the numerous greek and roman colony cities and how they often defied their founders. I wonder if the game mechanic would be usefull or just add to the clutter.
Most of these colonies were probably pre-romeII period anyhow.

probably resource-colonies were pre Starting-date but if CA releases a Pre-Rome2 game, it should part of that.

Roman colonies were more about controlling newly-conqurered peoples, and giving the common roman soldier - land grants.

You could probably tie this into the new province/region system, to a certain extent. At least the Roman colonies would be pretty easy to simulate- take a province and then establish your presence in a less built up region within the province acting as a colony.

A good idea. Romanising the settlements.
