Blockade Runner?

Yeah, that's me I guess. Playing the Lusatanni I've been able to reinforce my forces in North Africa from southern Iberian ports that have apparently been blockaded. Or is it just that those Roman quadriremes, or whatever, are simply sitting outside my ports without actually blockading them? Is there any way to tell for sure? Thanks for your kind attention.

There should be several tiny ships sitting in front of the port, if they are blockading it.
