Master of Coin: Robert Baratheon (He has always appeared to be more of a saver then a spender)
Master of Whisperers: Eddard Stark
Master of Ships: Joffery Baratheon/Lannister: (Lets face it guys, the kid is a hero and a natural born leader)
Master of Laws: Walder Frey (He is by far the most just and loyal person in the books)
Queen: Cersei (She seems like a sweet and loving wife)

If I was truly king and I wanted my small council, I would choose honor and honesty far above anything else. I would value loyalty above anything else.
The Hand of the King: Lord Eddard Stark (A man I could rely on to do the best he could, a smart man who wouldn't trade his honor for his life)
Grand Maester: Maester Aemon Maester Luwin was an idiot and a tool, Aemon was an incredibly smart man, wise beyond even his years.
Master of Coin: Lord Garlan Tyrell I know little of him apart from his great chivalry, honor, and being perhaps the greatest fighter in westeros at the time. It is said he is smart, though, and being a Tyrell, the richest family, he would either instruct us on weaith, or learn to do it, but we could rely on the Tyrell's wealth if needed.
Master of Ships: Lord Brynden Tully A terrific swimmer, a masterful fighter, a great strategist, and a reputation of reknown, it only makes sense that the Blackfish would be on the the small Council. Plus I know he is very honorable, so I could rely upon him.
I would abolish the Master of Whispers and set up teeams of spys instead. I have absolutley no trus in Varys and know that he is secretly trying to put a targaryen pretender back on the throne.
Master of Laws: Lord Stannis Another trustworthy man, an one who is harsh but fair.
Commander of the City Watch: Commander Jon Snow Honorable, a good fighter, and knows how to defend walls.
Lord Commander of the Kingsguard: Barristan Selmy No need to say why. No one can question his honor.

I'd try to incorporate as many different houses into my small council for hostages, as well as a gesture of faith and favor. If Doran was unable or unwilling to come, I'd take Oberyn, I love his character and quite frankly he was my favorite character to come of of Dorne since Arthur Dayne. I'd still take Loras Tyrell, and Jaime into the Kingsguard. I'd also take Robb Stark, Robar Royce, The Darkstar, and Lyn Corbray as well. Awesum sawce.
Thinking about this, there is a good case to be made to abolish the title "Master of Whisperers" and have them report directly to the King. The potential to abuse that position is just scary.
If there is no Master of Whispers the king would have no idea what his potential enemies are doing, and he probably wouldn't even know who his enemies was
Davos is an outstanding choice for the Master of Whisperers. He is probably the most loyal man in the Seven Kingdoms and he has great connections from his smuggling days. True, he can't read, but he can learn in a few weeks.
Varys and Little Finger have an appointment with the gallows at dawn in my kingdom. And they will not miss it

No one has as many connections as Varys, that's why he's so dangerous. Davos may not know everything, but at least he's not giving you false information and plotting behind your back. He probably has more connections than Littlefinger though. Littlefinger's strength is not in his connections, it's in his wits.
