    My picks would be......
Hand of The King: Ramsay Bolton...cough,cough..Snow.
    Grand Maestar: Samwell Tarly
Master of Coin: Robert Baratheon (He has always appeared to be more of a saver then a spender)
    Master of Whisperers: Eddard Stark
Master of Ships: Joffery Baratheon/Lannister: (Lets face it guys, the kid is a hero and a natural born leader)
Master of Laws: Walder Frey (He is by far the most just and loyal person in the books)
Queen: Cersei (She seems like a sweet and loving wife)
City Guard aka Goldcloaks: Janos Slynt:
Lord Commander of the KingsGuard: Roose Bolton (I cant think of anyone in the books more honorable and undeceitful then Roose)

With a expert council like these guys, you should be unstopable.

I still think that Jaime Lannister would be a better Commander of the Kingsguard. Who would not want the Kingslayer and Queen's lover protecting him night and day?

If I was truly king and I wanted my small council, I would choose honor and honesty far above anything else. I would value loyalty above anything else.
The Hand of the King: Lord Eddard Stark (A man I could rely on to do the best he could, a smart man who wouldn't trade his honor for his life)
Grand Maester: Maester Aemon Maester Luwin was an idiot and a tool, Aemon was an incredibly smart man, wise beyond even his years.
Master of Coin: Lord Garlan Tyrell I know little of him apart from his great chivalry, honor, and being perhaps the greatest fighter in westeros at the time. It is said he is smart, though, and being a Tyrell, the richest family, he would either instruct us on weaith, or learn to do it, but we could rely on the Tyrell's wealth if needed.
Master of Ships: Lord Brynden Tully A terrific swimmer, a masterful fighter, a great strategist, and a reputation of reknown, it only makes sense that the Blackfish would be on the the small Council. Plus I know he is very honorable, so I could rely upon him.
I would abolish the Master of Whispers and set up teeams of spys instead. I have absolutley no trus in Varys and know that he is secretly trying to put a targaryen pretender back on the throne.
Master of Laws: Lord Stannis Another trustworthy man, an one who is harsh but fair.
Commander of the City Watch: Commander Jon Snow Honorable, a good fighter, and knows how to defend walls.
Lord Commander of the Kingsguard: Barristan Selmy No need to say why. No one can question his honor.

Lord Brynden is a good commander and all that you said above, but besides having two-three river galleys I doubt the Tullys have any experience with a navy. The Blackfish would be more useful commanding an army I'd say. Why not Davos ? He's honorable.

Hand of the King: Eddard Stark or Brynden Tully
    Grand Maester: Aemon/Luwin
    Master of Coin: Doran Martell
    Master of Ships: Victarion Greyjoy
    Master of Whispers: Davos Seaworth
Master of Laws/King's Justice: Stannis Baratheon
Commander of the City Watch: Addam Marbrand or Bronn
Lord Commander of the Kingsguard: Garlan Tyrell. The best swordsman in Westeros. Me thinks.

I'd try to incorporate as many different houses into my small council for hostages, as well as a gesture of faith and favor. If Doran was unable or unwilling to come, I'd take Oberyn, I love his character and quite frankly he was my favorite character to come of of Dorne since Arthur Dayne. I'd still take Loras Tyrell, and Jaime into the Kingsguard. I'd also take Robb Stark, Robar Royce, The Darkstar, and Lyn Corbray as well. Awesum sawce.

Thinking about this, there is a good case to be made to abolish the title "Master of Whisperers" and have them report directly to the King. The potential to abuse that position is just scary.

Yet dealing with spies and informers is no easy work, that's why the King needs someone that can take care of them.

If there is no Master of Whispers the king would have no idea what his potential enemies are doing, and he probably wouldn't even know who his enemies was

Davos is an outstanding choice for the Master of Whisperers. He is probably the most loyal man in the Seven Kingdoms and he has great connections from his smuggling days. True, he can't read, but he can learn in a few weeks.

I don't think he has so much connections, at least not as much as Varys/littlefinger.

King: Myself, married to Lady Margaery Tyrell

Hand of the King: Lord Eddard Stark (I considered Tywin, but one does not simply have the most powerful and cunning man of the Seven Kingdoms as your hand)
Grand Maester: Aemon Targaryan (i.e. if he has no issues with the other guys. If not, Luwin)
Master of Coin: Lord Rodrik Harlaw (apparently very intelligent and has no reason to hate me. He seemed to be the most reasonable iron born of the books)
Master of Ships: Lord Paxter Redwyne
Master of Whisperers: Lord Doran Martell
Master of Laws: Lord Stannis Baratheon
Lord Commander of the Kingsguard: Ser Barristan Selmy

    -----

Commander of the City Watch: Ser Addam Marbrand
    King's Justice: Ramsay Snow
Castellan of the Red Keep: Ser Rodrik Cassel
    Sworn brothers of the Kingsguard:
    Ser Barristan Selmy, Lord Commander
    Ser Loras Tyrell
    Ser Balon Swann
    Ser Jory Cassel
    Ser Robar Royce
    Thoros of Myr
    Ser Jorah Mormont

Warden of the North: Robb Stark
Warden of the East: Yohn Royce
Warden of the West: Lord Tywin Lannister
Warden of the South: Lord Mace Tyrell
Lord Paramount of the Trident: Lord Edmure Tully
Lord Paramount of the Storm Lands: Lord Renly Baratheon
Acting Prince of Dorne: Princess Arianne Martell

    -------

Now, if I were King Tommen at the start of The Winds of Winter, I'd most likely have this:

    Regent: Queen Margaery Tyrell
Hand of the King: Lord Mace Tyrell
    Grand Maester: Frenken of Stokeworth
    Master of Coin: Garth Tyrell
Master of Ships: Lord Paxter Redwyne
    Master of Whisperers: Lord Qyburn
Master of Laws: Ser Harys Swyft
"Master of Horse": Lord Randyll Tarly
Lord Commander of the Kingsguard: Ser Jaime Lannister

    ------

If I were Aegon Targaryan, this would be my Small Council:

Hand of the King: Lord Jon Connington
    Grand Maester: Haldon
Master of Coin: Lord Doran Martell
Master of Ships: Lord Anders Yronwood
    Master of Whisperers: Lord Varys
Master of Laws: Lord Yohn Royce
Lord Commander of the Kingsguard: Ser Rolly Duckfield

No one has as many connections as Varys, that's why he's so dangerous. Davos may not know everything, but at least he's not giving you false information and plotting behind your back. He probably has more connections than Littlefinger though. Littlefinger's strength is not in his connections, it's in his wits.
