man, two more Tyrions... i prefer neither, but would put Tywin above Tyrion... he'd be unhappy on that place, more than wit is required to be Hand of the King. Total commitment and serious understanding of duty are also required to be really good Hand, especially in longer periods, and Tyrion is lacking in both areas, especially ADWD Tyrion. Even ACOK Tyrion was Hand only after few months, you can't put him in that position for lifetime only based on that. And while charismatic and symphatetic to most readers, Tyrion is very unfavorable with most Westerosi people. I'm sure noone would dare to throw dung on Tywin Lannister or Stannis Baratheon. Also Petyr and Varys' only place is rotting on a pikes, you can't "control" those and still have them work for you without plotting. Just my humble opinion.

Also, he's not as good as a politician.
Again, Twin maybe an overall better ruler than Tyrion, but:
- he's hungry for power, he'll always try to take the real power for himself, either plotting to give the throne to himself or to his puppets
- he doesn't really care for people
- he's far more loyal to his own House than to the kingdom
Those (expecially the first one) are not good "traits" for an Hand of the King.

My opinions on those:
1 & 3 combined) He might be power hungry- But yet he served aerys for 20 years and the smallfolk loved him. He only did betray him once aerys had wronged him. If you don`t insult him and if he profits from you remaining in power he will be the most obedient one. Hell, as long as robert was alive he didn`t act against him, too, being content with cersei being the queen and her children succeeding robert.
2) He might no care for them; But he is simply so efficient that the smallfolk are being taken care of. Also his mentality to help defeated foes back to their knees is incredible valuable.
