Or we could go with someone from an actual royal family like Queen Elizibeth II.
"I, Pinkie Pie, declare that these treats are fit for a king, or a queen, or a princess!"
"Me? Ruin? I'm not the ruiner, I'm the ruinee! Or is it ruinness? Ruinette?"
"She's ahead of the litter all right. The pick of the litter. The cat's pajamas. Oh wait. Why would Applejack take some poor kitty's pj's? That's not very sporting of her."
"More balloons! No, that's too many balloons. More candy! No, less candy. Ooh! I know! Streamers!"
"Oh my gosh. Hold on to your hooves – I am just about to be brilliant!"

The Hand of the King: Lord Tyrion Lannister (Lord Twyn is maybe an even better politician, but he's too hungry for power and doesn't really care about the people)
Grand Maester: Luwin. (i would have chosen Stannis' old maester, but he was too old)
Master of Coin: Lord Petyr Baelish(he knows the job)
Master of Ships: Victarion Greyjoy. (or Sir Davos Seaworth, he is maybe is a better advisor but has little experience over naval battles)
Master of Whisperers: Lord Varys (obvious one)
Master of Laws: Lord Eddard Stark (Stannis is too rigid, Eddard knows about justice but has the mental flexibility needed for the job)
Commander of the City Watch: Lord Stannis (can't think about someone more loyal to the service, and in this job he doesn't need to use his weak points)

    The Kingsguard:
    Barristan Selmy, Lord Commander
    Jamie Lannister
    Loras Tyrell
    Brienne of Tarth
    Oberyn Martell
    Sir Bronn
    Brynden Tully

man, two more Tyrions... i prefer neither, but would put Tywin above Tyrion... he'd be unhappy on that place, more than wit is required to be Hand of the King. Total commitment and serious understanding of duty are also required to be really good Hand, especially in longer periods, and Tyrion is lacking in both areas, especially ADWD Tyrion. Even ACOK Tyrion was Hand only after few months, you can't put him in that position for lifetime only based on that. And while charismatic and symphatetic to most readers, Tyrion is very unfavorable with most Westerosi people. I'm sure noone would dare to throw dung on Tywin Lannister or Stannis Baratheon. Also Petyr and Varys' only place is rotting on a pikes, you can't "control" those and still have them work for you without plotting. Just my humble opinion.

New reader here, my (small) council is also here..:

The Hand of the King: Tyrion Lannister (Deformed, he knows he would never get the power of his father so he just does his task.)
Grand Maester: Luwin (Didn't really know any others and Luwin seems loyal)
Master of Coin: Petyr Baelish (He just needs to be protected by a few of the Kingsguard..)
Master of Ships: Theon Greyjoy (Greyjoy, he should be a good sailor and you can trust him..)
Master of Whisperers: Varys (Although I will later probably choose another one as I can't trust him)
Master of Laws: Jon Snow. (A just person and I just like him)
Commander of the City Watch: Brynden Tully (Loyal man.)
Lord Commander of the Kingsguard: Barristan Selmy (To protect and serve!)

Kevan? He might have less ambition than tywin- But he compensates for it with love and obedience towards him. Making him the hand, while tywin is alive (ESPECIALLY if he`s on the small council, too) wouldn`t be different from installing tywin as the hand.

Also, he's not as good as a politician.

Again, Twin maybe an overall better ruler than Tyrion, but:

    - he's hungry for power, he'll always try to take the real power for himself, either plotting to give the throne to himself or to his puppets
    - he doesn't really care for people
    - he's far more loyal to his own House than to the kingdom

Those (expecially the first one) are not good "traits" for an Hand of the King.

    My opinions on those:

1 & 3 combined) He might be power hungry- But yet he served aerys for 20 years and the smallfolk loved him. He only did betray him once aerys had wronged him. If you don`t insult him and if he profits from you remaining in power he will be the most obedient one. Hell, as long as robert was alive he didn`t act against him, too, being content with cersei being the queen and her children succeeding robert.

    2) He might no care for them; But he is simply so efficient that the smallfolk are being taken care of. Also his mentality to help defeated foes back to their knees is incredible valuable.

Well he was an egotistical douche with both hands, I think he is better as commander one handed because he has to think about things a lot more than he used to imo. I think your king would safer with one handed Jaime.
