Master of Coin: Lord Petyr Baelish ( Can breed Golden Dragons)

Master of Laws: Lord Stannis (Cut Off Davos fingers for smuggling even though its saved his life)

Stannis as Hand? Not most politically flexible candidate, no, but utterly uncorrupt, 101% devoted to his duty, almost unquestioningly loyal, and capable enough, with other positions to fill in small gaps in his abilities. Tywin, while almost as devoted and probably even more capable, has no loyalties, does not care about the laws unless it suits him and puts his House before the realm. Tyrion would be unhappy with that serious and time-consuming duty, he couldn't do it with devotion like Stannis or even Tywin, he would whore and drink. I don't see him doing that job for years, and years, and years. In books he did a good job, but that was few months.

Why the does everyone vote for Tyrion. in one of the chapters when he is talking to his father in ASoS he is completely baffled by all of Tywin's political moves.)

Master of Whisperers: Varys (He has already proven his worth in this position and should be an aobvious choice)
Master of Laws: Eddard Stark (One of the few places where his honour will actualy help him)
Commander of the City Watch: Adam Marbrand (A good man, one of the few truly honourable Westlanders and his bravery will help too)
Lord Commander of the Kingsguard: Barristan Selmy (We know he is a great fighter, honourable, brave and good at keeping secrets.)

Tywin is a good choice as well but i envision my kingdom being a bit less malignant with Tyrion as hand. Tywin was the guy who went scorched earth on the riverlands and shows no care for the commonfolk: "A lion does not concern himself with the opinions of the sheep" is not a good motto for a Hand of the King. However, I don't negate the fact that he would be one of the best hands in all of Westeros management-wise.

I believe that speech was only in the series and I refuse to use that as a basis for any characters.

Tywin proved himself not only capable of keeping the kingdom at peace but of putting his daughter and Joffrey in place with a few simple words. Tyrion never managed that.

I believe it was only used in the tv series but its pretty parallel to Tywin's personality in the books as well

If Tyrion wasn't damned with deformity and had the same wits he carries he would go much further in life (possibly a Tywin 2.0), but the fact that he was so successful (for a time) considering his deformity and the perception mostly everybody has towards him solely based on that shows his cunning and adaptability to various situations (of course gold helped a lot )
