This mod will not work no matter what I do.

I have Windows 7 and an online copy of the RTW Gold edition. I tried to download EP using the guide on this website, but the installation will not work. There is no desktop icon to install it, I just opened it straight from uTorrent. I put the location to install the mod in Creative Assembly/Rome - Total War, but when it asked me where to place the shortcuts, I was not able to place it in Program files (it wasn't even an option). I put it in Games instead and installed it, then did the same with the patch.

No desktop icon appeared. There was in icon in the start menu called "Play," which I clicked, but it demanded a CD and wouldn't open. I'm very frustrated and I've lost count of how many times I've uninstalled and reinstalled it (I even tried uninstalling the whole game, but that didn't work, either). Can somebody help me with this already?

Hm; I use BitTorrent, and it asks me where I want downloaded files to go (at least, now it does). The default location for downloaded files is the "Downloads" folder of the User (using Win7).

Not sure. I just downloaded it from SEGA. I already had Steam on my computer, but I can't see any mention of it when I play the game.
