Nota Bene: The changes cannot possibly make everyone happy. Luckily at the moment I have the luxury of being completely unbiased in terms of gameplay, so I hope these changes will be considered if nothing else fair by everyone. This is a compromise to fix problems.
I'm still working but I think if I don't come back and help out now TRS simply won't be around when I'll be back to full tilt, so this is happening now rather than later. Right now I'm still in the planning stages (this thread being mostly for community brainstorming and hammering out ideas and strategies we can all more or less agree on) for these changes, but within the next three weeks I want to put these into effect.
Problem: The current borders surpass what is reasonably healthy for the game. Conquest has been too easy and the frontiers are not only at an a-historical level, but at current rates of conquest we simply won't have many interesting enemies left to face in the future. We also have a ridiculous amount of legions.
Solution: The current Mauretanian and Dacian wars are going to become incredibly hard, resulting in Roman defeats. I am unhappy to 'spoil' the ending, but unfortunately I think a more god-mode approach is necessary to correct this problem and I don't want there to be any illusions about that. Legions and territory will be lost. To soften this blow to individuals, I am going to highly discourage activity such as bringing generals/consuls/proconsuls to trial for mismanagement, and from a moderation standpoint I will not be deducting any legion/pleb/patrician points for any of the results of the Dacian or Mauretanian wars.
Problem: We have too many legions
Solution: Legions raised and funded by the public treasury (Paid for with public funds by any body) will cost 50,000 Denarii and upkeep will be 10,000 Denarii. Private Legions will cost 30,000 and will have an upkeep of 5,000.
This has increased upkeep by a factor of ten across the board.
Problem: Incredible state income
Solution: Poorly administered provinces (unoccupied Pro-Consulates, regions with inactive governors) will receive a tax penalty anywhere from 1-25% based on rolls and possible modifiers.
Problem: Both maps need updating (but not immediately!). I also need the most recent copy of the state economic spreadsheet.
Solution: Help me.
