One thing,I would really want implemented is the administration policy of the Roman Empire.I mean it was so unrealistic back in Rome ,to just leave a conquered city ,with no direct ruler.

I hope that they will have some governor characters now, like they did in Empire, where you had the senate and all those dudes. I don't know if they should make them in direct contact with the game, like some sort of a diplomat, a governor to be an agent that you could move around, assassinate and all that or to make them indirect, like how the political offices members were in ETW and Napoleon. But they definitely should come back.
RTWRM - back to basics
It would be nice if you could appoint governors for all of your province capitals. That could be an interesting way to spice up local government. The question is: should generals double up as governors, like Medieval II, or should governors be essentially a UI option like Empire? I lean toward the UI option. Military governors certainly existed in Rome, but only in the short term reorganization period.
