It works but it does not stack with the fear ability in the leadership side of the Avatars skill tree. So if you use it with a leadership general who has 2 points in fear all you are really gaining is +3 morale for your avatar. It is best used with a melee or bow general were both the +3 morale and -3 to enemy morale is able to be utilized.
Also along the same lines: When your avatar is put into stand and fight the fear from the leadership tree or from the retainer will not work. It will only work when he is taken back out of stand and fight. Aka when stand and fight is activated it cancels out any fear abilities your General has from the skill tree or retainers.
