You can check in game by mousing over the population on a fortress. It will tell you what population is required for the next upgrade. Alternatively, you can check in descr_settlement_mechanics.
Why are citadel's borderline impossible to get? You have to have the absolute perfect storm to get one, it seems like. I get not wanting to have them spammed all over the map, but I've had a Ruler with max chivalry that was still about 750 people shy of reaching a Citadel.
They should either make new constructions that would increase population, with like 3% or/and lower the limit.
I hate to advocate this, but if there is a particular settlement that is driving you nuts and you just want it to expand, try this cheat.
On the campaign map, press the "~" key on your keyboard to open a shell menu. Type in "add_population [name of your castle or city] 4000" to add four thousand people at a time. You can also decrease the population by adding a minus ("-") symbol before the number. Some settlements with more than one word in the title are sometimes a little tricky. For example "Beleb el Anab" should be written as "Beleb_el_Anab" with underscores in the drop down shell menu.
I'll refrain from sharing any more cheats! The game isn't much of a challenge if you use this cheat prolifically (or other cheat codes for that matter). Just thought it might help in this one case, though. Cheers.
If you don't like the current difficulty in acquiring a citadel, it is very easy to change in descr_settlement_mechanics by changing the population requirements for each upgrade.

Yeah I could do that, but the problem is that I am active in the hotseat community with this game and it is quite frankly close to impossible to reach that many inhabitants before all factions are destroyed!
Making Citadel more difficult to reach is a good idea due to the rather large recruitment slots and pool refills at that level but the problem is so many units initial recruitment is achieved only at Citadel. It would work much better if the unit you could only recruit at Citadel every 10 turns was available in Fortress every 15 turns or something.

If you knock maybe 500 people off the requirement for Citadels, it'd go from being nearly impossible to improbable. I think light tweaking more than recruitment reorganization is in order for this one.

The issue is there are some units in EDU you will never see because they are recruited only in Citadel but by the time you reach Citadel tech events have come and gone making those units obsolete. Quite a few other units you will reach Citadel in time to recruit but only get to recruit once or twice before obsolete, at least you see those ones but still kinda useless.

I'm not quite sure but slightly raising the max population for fortresses should also make it easier to gain population I suppose.

Has anyone actually ever raised a fortress to citadel level in SS 6.4? I must confess that I haven't. I have actually raised some cities to huge city level, but never a castle above fortress level. In theory it may be possible if you have a general with chivalry maxed out and other favourable traits and ancillaries, but you would have to spend endless turns to "prepare" that general, move around other generals to transfer the needed ancillaries, bring the candidate to the right sport at the right time... this seems tedious. After all, this game is about waging war and not about micromanaging educational careers. So, I have resorted to stealing citadels from other factions. Not very satisfying, and of course (as always) I am asking myself: Am I cheating by doing so?
