Default Roma Surrectum acts like it's no there.

I start the game using the launcher, and no changes have occured. It's like vanilla RTW.

I have steam and I followed the directions to the informative video.

Are you sure you have the latest version (2.5)?
You should it 2.2b written in the launcher.

It's supposed to be installed with RTW.
Could you please post a screenshot of your folder, so I can check it out?
It would seem you don't have installed RTW correctly.

    Which part of the folder?

The main directory, where you should have the exe, the data folder, as well as the play_**** folders.
Sorry, I should have been more precise.

You have installed it inside the main directory, and not on it.
Go inside your Roma surrectum 2.5 folder, cut everything, and paste it in the parent directory.
    It should do the trick.

the parent directory is the one above your current directory

basically cut everything out of the roma surrectum 2.5 directory and paste it back into the directory where the exes are
