you don't , there are no roads in FOTS
you can have railways linking specific regions though which is quite efficient , just board your troops or agents at the station then choose your destination (providing there is a station there too )
In FotS the country already has an effective road system so the is no need for an upgrade so there is no option.
It would be foolish to have to build dirt roads in the 1850's
Roads already all the way developed by that time period in Japan. Railways are a much better alternative if you want to look at that type of travel.
Ships will also get you there faster if there isn't convenient rail line.

yes. its 4000/railway station, so its best to save some up in before (if you can). one railway station is no use
I always thought it was funny that in every TW game you built roads over and over again. First you made dirt roads in RTW and then upgraded them to paved roads and in M2TW , 1000 years after, you start making dirt roads again. In ETW and NTW this is the same. Roads have also been one of the cheapest and still very useful thing so you will most likely build them first.
I'm pretty happy that I don't have to build roads again in FotS since I already have built them twice in RotS and S2![]()
Roads have a tendency to get useless if they are not maintened, so yes despite the good roads of the roman era, in the middle ages they were pretty much down to dirt roads again except for the few surviving roman roads.
ETW and NTW is kinda odd though, they should at least have dirt roads as standard. Still, we are building roads today.
